I recently built a PC and have been trying to run it on my network with inadequate results.
For some background, I have a Gigabit internet plan from my local ISP, the PC has a Gigabit port on it, the drivers have been updated to the latest ones and all the cabling is up to spec (CAT 6). I have seen these speeds validated by the ISP's technicians in front of me: they have come to my house and run the Ookla Speedtest on their Windows laptops using the exact same LAN cables and settings and gotten 800-900 Mbps speeds. I've tried running the exact same tests using the exact same configuration and found my speeds to be capped at 420-430 Mbps across multiple computers.
My laptop, the first computer I tested this with about a year and a half back, didn't have a native Gigabit port integrated into the motherboard and I had to use a USB one for it. It ran on USB 3.0 and I never thought that would be a bottleneck but the technicians insisted that I was getting capped at 400-450 mbps due to it and none of my online searches resulted in any useful results so I gave up on my quest to get Gigabit speeds since I couldn't afford to upgrade/replace my laptop at that time.
Earlier this month, I built a Ryzen 5600G desktop from scratch with a motherboard with a Gigabit ethernet port on it. This is a brand new computer running Windows 10 N Enterprise edition (minimal bloatware). I specifically chose a motherboard (MSI Pro VDH Max B450, in case that matters) with a Gigabit port because of my previous experiences. Ran the same tests, got the same results - speedtest results hover around the 400-420 mbps mark. Raised a ticket with the ISP, techs came over, used the same LAN cable from my desktop with their Dell laptops running Windows 10 and got 800-900 Mbps.
Frustrated, I revisited my previously abandoned quest. Found iPerf again, ran the LAN tests using it and got 930-950 Mbps speeds running it between my new desktop and old laptop. I'd found the same tests last year but didn't have a second computer to run them with. Anyhow, now I know the LAN network is fully capable of supporting Gigabit transfers and isn't the bottleneck here. With my iperf results I know that the computers themselves are fully capable of running Gigabit as well. Windows doesn't seem to be an issue either since their laptops also ran Windows (though that's obviously an oversimplification).
I've even tried tweaking the device settings using the device manager to no avail. At present, the settings are:
