A 2021 study claimed artificial blue light is and not strong enough to cause oxidative stress (unlike natural blue light). RFLCT seems to be selling standard skincare products with a marketing gimmick.

Since no one on either side seems to be doing much research on all this, I decided to actually Google it.
Disclaimer: I haven't done a full deep dive, just some cursory research into the matter.
tl;dr RFLCT is selling standard skincare products that seem to be of decent quality at a normal price. A recent study called their marketing gimmick into question, but it would have been conceived at a time when concern about artificial blue light was widely considered a genuine concern. Overall, more research is needed across the board.
I have no idea how the product is actually supposed to product against blue light.
Is artificial blue light bad? A quick search reveals there was a ton of buzz around the idea that artificial blue light could skin damage after a 2018 article. All of the first two pages of google results are saying artificial blue light can cause damage except for one (which I'll discuss later).
This article reviewed current research and concluded:

Exposure to light emitted from electronic devices on human skin cells, even in case of short exposures, can increase the generation of reactive oxygen species. Skin is a major target of oxidative stress and the link between aging and oxidative stress is well documented. Especially, extrinsic skin aging can be caused by oxidative stress.
The buzz following this article is probably what inspired Rae's skincare brand. From what I can tell, at the time of its inception, there wasn't much research refuting this idea and every article I found from that time frame seemed to present it as a very likely concern.
A study from May of this year refuted this now commonly held belief. The head of the research team summarized the article and findings with this:
Public discourse has been characterized by a lack of knowledge and of scientific studies. But through our research activities, we’ve managed to prove that the amount of artificial blue light emitted during conventional use of electronic devices is nowhere near enough to trigger harmful skin effects.
He further added that a full day in front a screen is only equal to like a minute outside. It's worth noting this study was funded by the company the owns Eucerin, which has a full line of sunscreen products.
Summary Blue light 100% does damage the skin, but the most recent study claims the amount generated by electronic devices is not enough to cause oxidative stress. The field in general is not super well researched and, at the time RFLCT would have been starting, the consensus seemed to be artificial blue light was a concern.
RFLCT products The RFLCT products are literally just standard skincare products. A cleanser, moisturizer, and eye gel. They are more expensive than standard drugstore brands like Cerave, but they don't seem to be ridiculously overpriced.
What's in them? I don't know more than the basics, but I see a number of ingredients I know are solid and none of the "red flags" I actively avoid.
Looking at the moisturizer in particular, I know glycerin and Sodium Hyaluronate are good, which are both there. One that jumped out high up on the list I didn't recognize is "Artemisia Capillaris Flower Extracta". I thought this might have been some sort of scent, but turns out it's just some trendy ingredient called "korean mugwort" that is super popular in korean skincare products. I don't see any frarences or non-fatty alcohols.
I'll hold out on saying that they are definitively good formulations until people who know all the ingredients and their relative effectiveness can weigh in.
So how does it protect from blue light? No fucking idea. I don't see any ingredients I recognize as chemical or mineral sunscreens, but I could be missing something.
Is it a scam? Calling it a scam seems like a stretch for me. Comparing it to goop is absolute hyperbole. Complete pseudoscience vs solid skincare with exaggerated claims.
It seems like gimmicky skin care marketing with a gimmick that was recently called into question. The products seem to be quality skincare, but we'll have to wait for actual reviews.
Conclusion The products themselves are fine; maybe even higher quality than average. The gimmick is weird and a recent study makes it dubious. Even if it wasn't a dubious concept, I really don't know what exactly it's supposed to do to protect from blue light. They definitely went all in before a lot of research was done, but that's also common in these fields in an attempt to get a jump on the next big thing.
For Rae in particular, she would have been pitched this at a time when the consensus was leaning towards it being a concern. I doubt a single study funded by a german skincare company would have popped up onto her radar somehow.
